City’s Clubs Blacklisted Following Fire Checks

By Sergey Chernov
Staff Writer

Twenty-six local nightclubs, cafes and restaurants were put on a blacklist by the Ministry of Emergency Situations due to fire safety regulations on Wednesday.

The nationwide campaign to inspect clubs and other venues was launched after a deadly fire at a nightclub in Perm. Caused by sparks from a firework show, the Dec. 5 fire left 149 dead and 80 injured, Interfax reported on Thursday.

“Unfettered freedom for nightclubs has ended — as well as for other entertainment businesses,” St. Petersburg Governor Valentina Matviyenko was quoted by Interfax as saying on Dec. 8. She said every venue would go through a thorough fire safety check in the next six to eight weeks.

Pamphlet Seized

ST. PETERSBURG (SPT) — The entire print run of a pamphlet analyzing the performance of St. Petersburg Governor Valentina Matviyenko since she took office in 2003 was seized in the city this week.

Called “Valentina Matviyenko. The Results,” the report was written by Olga Kurnosova, the local leader of Garry Kasparov’s United Civil Front (OGF) and a coordinator of the Solidarity democratic movement.

Speaking on Thursday, Kurnosova said the car in which the pamphlets were being transported to St. Petersburg was stopped by plainclothes officers, who seized 10,000 copies at 6 a.m. on Monday.

Following “Yury Luzhkov. The Results,” a report written by Solidarity co-leader Boris Nemtsov about the Moscow mayor in September, Kurnosova’s work was critical of Matviyenko’s activities and was intended for free distribution near metro stations.

“In my view, the results are quite sad — that applies to every sphere of the life in the city, from the destruction of its architectural appearance to the public transport situation and social sphere. There are a lot of figures in the report,” Kurnosova said.

Moscow Fans Hit by Mass Arrests on Way to Stadium

By Sergey Chernov
Staff Writer

Hundreds of football fans were arrested and many reportedly beaten by the OMON special-task police in St. Petersburg on Sunday.

A large group of supporters of Spartak Football Club fans who came to St. Petersburg to see the Moscow football club play against the local team, Zenit Football Club, on the final day of the Russian Premier League season was on its way to Petrovsky stadium on the Petrograd Side when the OMON police started making large-scale arrests. The fans were detained just before the stadium, on the Tuchkov Bridge that connects Vasilyevsky Island to the Petrograd Side.

One Moscow politician protested what he called “illegal mass detentions” in an open letter to President Dmitry Medvedev, while the Russian Football Fans Association (VOB) said it would gather evidence and pass it to the Interior Ministry for investigation.

TV Campaign Against Gazprom Tower Mounts

By Sergey Chernov

Staff Writer

The controversial Gazprom Tower found itself under harsh attack last week on Russia’s main state television, Channel One, for the third time in the past four weeks — and its supporters struggled to offer any good reason to back the 403-meter-tall skyscraper in close proximity to the city center.

First slammed by the Kremlin-controlled channel in its primetime weekly news roundup on Oct. 18, the Okhta Center, as the building is officially known, was derided in the comedy show “Prozhektorperiskhilton” (Paris Hilton’s Spotlight) a week later, and last week became the subject of “Sudite Sami” (Judge for Yourself), a political talk show hosted by Maxim Shevchenko.

This time Okhta Center representatives — communications director Vladimir Gronsky and the project’s chief architect Filipp Nikandrov of the British firm RMJM — were given a chance to present their case for the skyscraper, which is planned to house state energy giant Gazprom’s headquarters and was described by Bloomberg News critic Colin Amery as “just another global corporate monolith — banal, dull and inappropriate.”

Olga Kurnosova will appeal

In Brief

Caviar Case Ends in Fine

ST. PETERSBURG (SPT) — Local opposition politician Olga Kurnosova will appeal the decision of an Astrakhan court, which fined her for handling illegal goods on Wednesday, she said by phone on Monday.

Kurnosova, the leader of the local branch of Garry Kasparov’s United Civil Front (OGF), described the trial itself as “illegal.” She was searched on a train from Astrakhan in what some say resembled a targeted raid and detained for having a can of caviar, which the police said could have been produced illegally.

“The whole prosecution was built on the presumption that not having a sales receipt means the goods were illegal. The lack of presumption of innocence and the violation of the law of criminal procedure is undoubted,” Kurnosova said.

According to his supporters, Limonov called upon citizens to come to Triumfalnaya Ploshchad in Moscow on Oct. 31 to protest against the Russian authorities’ restriction of the constitutional right of assembly by refusing to authorize oppositional events. Limonov had specifically warned them not to bring posters or shout slogans.

Tower Opponents Wrap It in Ribbons

The St. Petersburg Times

Sergey Chernov / The St. Petersburg Times
Opponents of the Okhta Center hold up pictures of historic views of St. Petersburg they claim will be threatened by the tower.

Preservationist groups Living City and ECOM Center of Expertise launched a campaign against the planned 403-meter-tall Gazprom Tower, officially known as Okhta Center, with an event featuring artist Dmitry Shagin and rock musician Vladimir Rekshan on Saturday.

Called Blue Ribbon, the campaign included distributing blue ribbons for locals and visitors to wear, symbolizing the clear sky endangered by the project, as well as distributing flyers informing them about the issue.

In an outdoor theatrical performance on Saturday, an activist dressed in costume resembling the tower was symbolically wrapped up in blue ribbons by participants of the event.

“The Blue Ribbon Campaign is oriented at citizens who care about preserving St. Petersburg’s cultural heritage, to help them identify each other and demonstrate [visually] that the struggle goes on,” Living City activist Pyotr Zabirokhin said by phone on Monday.

“Blue ribbons are easy to get, anybody can get one, and we’re hoping for a chain reaction. The campaign will grow spontaneously, under its own impetus.”

St. Petersburg Governor Valentina Matviyenko signed a decree exempting the Okhta Center from the city’s height restriction law last month.
